In the same vein, the Plan of Action of the World Summit on Sustainable Development in Johannesburg, 2002, endorsed by the United Nations General Assembly and subsequently reflected in the Strategic Plan of the Convention on Biological Diversity, Decision VI/26, point 11 of the Conference of the Contracting Parties, set out as a mission " to achieve by 2010 a significant reduction in the current rate of loss of biological diversity, at global, regional and national levels, as contributing to the alleviation of poverty and to the benefit of all forms of life on earth " and Decision VII/30 subsequently approved the operational framework for achieving that objective. In particular, as regards the "Global Work Programme for Protected Areas", which is the first specific initiative at international level aimed at the set of protected natural areas around the world. The international standards and recommendations which international environmental bodies and regimes, such as the Council of Europe or the Convention on Biological Diversity, have been establishing over the last few years have also been established. In this framework, this Law establishes the basic legal regime for the conservation, sustainable use, improvement and restoration of the natural heritage and the Spanish biodiversity, as part of the duty to conserve and the objective of to guarantee the rights of people to a suitable environment for their welfare, health and development.
